Electrical lines do nothing but direct power, taking it where it needs to be to do the work that needs done. Different uses of electricity don't require different sorts of power lines, they can take electricity to turn a motor just as easily as to heat water.
In much the same way, facilitation directs the power of people, their knowledge and creativity, where it needs to be to do the work that needs done.
